The limits you are working against
Gmail and Outlook both cap attachments at around 25MB, and many corporate mail servers enforce stricter limits of 10MB or even 5MB. Because attachments are encoded for transmission, a file can be rejected even when it looks like it should fit — aim comfortably below the stated limit rather than right at it.
What makes a PDF enormous
It is nearly always scanned pages or embedded photographs. A text-only PDF of a hundred pages might be under 1MB, while a ten page colour scan can easily exceed 50MB. Compression targets exactly that image data, which is why scanned documents shrink so dramatically here.

Should I zip the PDF instead?
