What is realistic
Whether 100KB is achievable depends almost entirely on your document. A one or two page scan will usually get there on the Strong setting. A twenty page colour brochure will not, because each page needs a minimum amount of data to remain legible at all — no tool can defy that, and any that claims otherwise is producing an unreadable file.
If you cannot reach the limit
Split the document and upload it in parts if the form allows, or remove pages that are not required. For a scanned document, rescanning in greyscale rather than colour typically cuts the size by more than half before you compress at all.

Why will my PDF not compress below a certain size?
Every page needs a baseline amount of data to stay readable. Once the images are already at low quality, further compression produces an illegible document rather than a smaller usable one, so the tool stops at the point of usefulness.
Does compressing affect the text in my PDF?
The text remains visible but is no longer selectable or searchable, because each page is rebuilt as an image. That is what makes large reductions possible in a browser. Keep your original if you need searchable text.
